The regulatory crossroads between HESF and ESOS

Professor Hilary Winchester M.A., D.Phil (Oxon.), FAICD 

This workshop examines key intersecting elements of HESF and ESOS. Topical standards will be workshopped to emphasise good practice in preparation for TEQSA re-registrations. Example topics include management of education agents and student safety. The session will comprise a combination of short presentations and workshop activities in break-out rooms. It will suit quality managers and Higher Education practitioners, especially those with re-registration on the horizon.

(HESF is the Higher Education Standards Framework (2021); ESOS refers to the National Code established under the Education Service for Overseas Students Act; TEQSA is the Tertiary Education Quality and Standards Agency, the Australian Higher Education regulator.)


Biography:

Professor Hilary Winchester

Professor Hilary Winchester is the University Secretary at Charles Darwin University, focussed on governance, compliance, and policy, legal and audit matters. Formerly Hilary was Provost at Central Queensland University Australia, and was responsible for academic matters, including Learning and Teaching, Research, Community Engagement and Indigenous Education. She has held senior positions in Australian Universities including as President of Academic Senate, as Pro-Vice Chancellor (Academic), Pro Vice-Chancellor (Strategy and Planning) and Deputy Vice-Chancellor (Academic and Research).  She has also run her own company as Director and Principal of Hilary Winchester Pty Ltd, a consultancy company specialising in Higher Education Quality Assurance. She gained her degrees from the University of Oxford, is the author of over a hundred refereed publications and is a Fellow of the Australian Institute of Company Directors.

Professor Winchester is best known as an authority on governance matters, especially academic governance. She was an Honorary Auditor for the Australian Universities Quality Agency (AUQA) 2001-2011 and is a member of the Register of Experts for the Australian Tertiary Education Quality and Standards Agency (TEQSA).  She is on the register of external auditors for several jurisdictions including New Zealand, Hong Kong, the United Arab Emirates, and the Kingdoms of Bahrain and Saudi Arabia, and has undertaken institutional reviews and audits for these agencies either as Chair or panel member. Within Australia she has undertaken audits, institutional reviews, and reviews of governance, faculties, pathway programs and of ESOS compliance. In 2011, she was the recipient of the Australian Higher Education Quality Award for her work on quality enhancement in the private sector. She is an Emeritus Professor of the University of South Australia and of Central Queensland University.
