Panel Overview:

Following extensive consultation with stakeholders, the Expert Members of the National Council for International Education have provided their advice on the Strategy to Minister Tudge and his ministerial colleagues for consideration. The Strategy is due to be delivered towards the end of this year. With the students at the centre, what are some of the key themes that are emerging? A diversification of the course offerings and source countries, enhancing learning experiences for international and domestic students and the regulatory and policy settings that will need to change to ensure quality and competitiveness. Our panel members will share their insights into what we might expect from the Strategy.


Biographies:

Toshi Kawaguchi
Toshi Kawaguchi is Director, International Education and Study NSW, at Investment NSW. He is responsible for managing the Study NSW team and coordinating international education policy advice for the NSW Government. He joined Study NSW in October 2014, after a decade working at the Commonwealth-level in the Departments of Foreign Affairs and Trade (DFAT) and Prime Minister and Cabinet (PMC).

At DFAT, Toshi served as the Secretary-General for the Australian National Commission for UNESCO, managing Australia’s engagement with the UN on education, science and cultural issues. He was also posted overseas in Solomon Islands with the Regional Assistance Mission to Solomon Islands (RAMSI), as well to the Australian Embassy in Rome with accreditation to Italy, Libya and San Marino.

At PMC, Toshi was a senior adviser with the COAG Reform Council, with responsibility for national reports to improve government service delivery under the COAG Reform Agenda.

Prior to working in government, Toshi graduated with a combined bachelor of Arts/Law (Hons. I) from the University of Sydney, and worked as a lawyer at King & Wood Mallesons and NSW Community Legal Centres.

Phil Honeywood
Phil has been IEAA’s Chief Executive Officer since November 2011. Previously, he was a Member of the Victorian State Parliament (1988–2006), Minister for Tertiary Education, Training and Multicultural Affairs (1996–1999) and Deputy Leader of the Opposition (2002–2006). Since retiring from politics, Phil worked at Stott’s Business College and Cambridge International College. Phil is the Chairman of the Roundtable of International Education Peak Body CEOs and a member of the Tuition Protection Service Board. Phil is also a Board member of the Bennelong Philanthropic Foundation and the Bangarra Group Board.

 

Oscar Zi Shao Ong

Oscar Zi Shao Ong, the current National President of Council of International Students Australia (CISA) and PhD student at the University of Adelaide (UofA) from Malaysia, have a deep passion for representing students from different backgrounds, held a range of positions over his six years of study at the university. He is the Adelaide University Union (AUU) Board President for the 2022 and 2019 term. He was the 2020-21 UofA Student Representative Council (SRC) President and 2018-19 and 2021-22 AUU Board Director, and was the SRC General Secretary in 2018. He is also a UofA Academic Board member since 2019. A few important initiatives he helped introduce during COVID-19 includes: student support package (SSP) financial and wellbeing support, state international SSP, free flu vaccine.

 

Simon Moore

Simon is an Assistant Secretary at the Department of Education, Skills and Employment. His responsibilities cover a broad range of international education matters.

Simon joined the Department in April 2021. His branch supports the Council for International Education and guides the implementation of the National Strategy for International Education 2025.

Simon also leads the Department’s engagement with China, Japan and the Republic of Korea.

Simon has been with the Australian Government since 2002 including the Department of Foreign Affairs and Trade and the Department of the Prime Minister and Cabinet.
