Managing under 18s – a school’s perspective for compliance and support across a large system

This session will look at the requirements, legislation and approaches to providing a safe and supportive environment for under 18s. With the growth of under 18s enrolling in ELICOS and foundation courses, this session is really for those with under 18 students in other sectors. There will be an overview of legislation, requirements, examples of best practice and discussion of scenarios and real issues for providers. The session will have a focus on Standard 5 of the National Code.


Elizabeth Webber is the Chief Education Officer, NSW Department of Education – (DE) International. Elizabeth is responsible for the management of the international students program, the study abroad program, study tours and the temporary residents program in NSW government schools and the secondary student exchange programs in all NSW schools.

Elizabeth is Chair, Australian Government Schools International (AGSI) the national peak body for international education in government schools across Australia, a position she has held for 8 years.

Elizabeth’s career began as an English teacher and she has held management positions in the Department of Education since 2001 and has more than 20 years’ experience in international education.

Elizabeth holds a Bachelor of Arts & Graduate Diploma in Education from the University of Sydney and has completed a number of professional development courses in leadership and global citizenship at the Harvard Graduate School of Education.
